We invite you to join us for our One-Utah Responsible AI Initiative (RAI) Industry Partnership Summit at the Cleone Peterson Eccles Alumni House. We will launch the day at 9:00 am with visionary speakers from government and industry, followed by panel discussions on healthcare, infrastructure, workforce and policy.

Parking: Please note we have placed a parking moratorium in the lot directly north of the Alumni House. This parking moratorium allows you all to park in the agreed upon lot without a permit, but it does not guarantee parking will be available. Parking along red curbs, fire hydrants, maintenance stalls, permanent reserved stalls, no parking areas, crosswalks, driveways, and in front of dumpsters is prohibited 24 hours a day, 7 days a week. These areas will still be enforced during a moratorium.

Allen Walker
Strategic Partnerships Officer in the National Science Foundation

Allen Walker is a Strategic Partnerships Officer in the U.S. National Science Foundation’s newly established Strategic Partnership Hub in the Directorate for Technology, Innovation and Partnerships (TIP). In this position, Walker focuses on catalyzing and scaling public and private partnerships agency-wide that further enable NSF investments in research, innovation, and education. Previously, he was a Senior Advisor serving as the Chief of Staff supporting the TIP directorate leadership.

Prior to joining the NSF in 2023, Walker was the Special Assistant to the Defense Advanced Research Projects Agency (DARPA) Director, advising on transitioning technologies to the Department of Defense.  In 2022, he retired from the U.S. Army after a 26-year distinguished military career, including 10 years in leadership and senior positions. He spent most of his career in special operations and deployed multiple times to Afghanistan and Iraq. Walker holds a bachelor’s degree in computer science from Drew University and a master’s degree in operations from the U.S. Air Force’s Air University.

Kevin Williams
Founder and Principal Investor at MadBrains AI

Greg Jones
Director of Product Management: NVIDIA Maxine AI Developer Platform

Greg Jones is the director of product management for the NVIDIA Maxine AI Developer Platform. He focuses on partnerships and projects that use NVIDIA AI-based real-time video and audio enhancement in teleconferencing and content creation. Before coming to NVIDIA, Greg was the associate director of the SCI Institute a 200-person academic research institute focused on scientific computing, image analysis, computer graphics, and data visualization at the University of Utah.

Deborah Keyek-Franssen
Associate Vice President and Dean of University Connected Learning (UCL)

Deborah Keyek-Franssen, Ph.D., Associate Vice President and Dean of University Connected Learning (UCL) at the University of Utah, is a creative educator and thought leader with over two decades of experience in IT and higher education. In her current role as AVP and Dean of UCL at the U of U, she works with a talented team to support the UOnline portfolio with learning experience design, market analysis, marketing, and adult learner support; and a rich set of professional education, workforce alignment, and personal enrichment programs. She began her career at the University of Colorado, where she served as director of academic technology; oversaw strategy and research in the use, implementation, and evaluation of educational technologies; and managed a team of consultants and technologists. Working across the CU System as the AVP for Digital Education and Engagement, she was instrumental in furthering CU campuses’ implementation of digital and online education solutions, including MOOCs, and served as the director of the Colorado Learning and Teaching with Technology (COLTT) Conference. She has served on the advisory boards for the NASH Institute for Systems Innovation and Improvement and the New Leadership Academy. Deborah previously served as the vice-chair of the statewide Colorado Open Educational Resources (OER) Council, as faculty director of the EDUCAUSE Management Institute, as an inaugural member of the Coursera Advisory Council, and as faculty director of the EDUCAUSE Management Institute. Deborah is incredibly proud to be the EDUCAUSE’s 2020 DEI Leadership Award recipient. She supported the National Center for Women & IT (NCWIT) for nearly two decades, participated in research and program development to increase the number of girls, women, and underrepresented minorities in IT education and work, and founded the EDUCAUSE Women in IT Community Group. Deborah is a graduate of Dartmouth College and completed her Ph.D. in German Literature at the University of Michigan, where she also earned a master’s degree in Higher Education Administration from the Center for the Study of Higher and Postsecondary Education and a graduate certificate in Women’s Studies.

Jefferson Moss
Associate Commissioner of Innovation for the Utah System of Higher Education

Jefferson Moss is the Associate Commissioner of Innovation for the Utah System of Higher Education. In this role, he helps to drive economic development and commercialization efforts across the state. He also helps to deepen partnerships across education, Industry, and government. In addition, he’s helping build the innovation ecosystem at The Point. Formerly, Moss served as AVP of central advancement at UVU and the COO for the UVU Foundation. In these positions, he launched the UVU Wolverine Fund, a student-run venture capital fund, and the Excellence and Innovation Initiative. Prior to UVU, Moss served as a wealth strategist at Key Bank and Credit Suisse and launched several successful businesses. He received his Bachelor of Arts in Political Science and Master of Business Administration from Brigham Young University. He currently serves in the Utah House of Representatives and previously served on the Utah State Board of Education and the Saratoga Springs City Council and Planning Commission.

Bassam Salem
University of Utah Board of Trustees

Bassam was born in Cairo, Egypt; before his 14th birthday, he had lived and attended school in Egypt, France, England, and the United States studying in Arabic, English, and French. This diverse upbringing shaped his core beliefs centered on multicultural globalism and humanitarianism. 
 
As the son of a mother who was a chief computer engineer and a father who was a retired air force pilot with PhDs in Economics and Political Science, both of whom immigrated to the US nearly 40 years ago, Bassam’s upbringing prioritized academic achievement entering high school at age 12, starting college at age 15, programming professionally at age 16, and starting his first Master’s degree at age 20. He completed BS, MS, and MPhil degrees in Computer Science as well as an MBA, all from the University of Utah. 
 
His early professional career was a software engineer and architect at Philips Electronics and IBM Global Services; he spent much of his career building and scaling service organizations within high-growth tech start-ups such as Siebel Systems (acquired by Oracle), Omniture (acquired by Adobe), inContact (acquired by NICE Systems), and MaritzCX (acquired by InMoment). He managed teams as large as 2,100 professionals across 18 offices around the world with responsibility for over $200m. 
 
In late 2015, Bassam founded startup consultancy Mindshare Ventures followed in early 2016 with the incubation of conversational AI company AtlasRTX, the first company started, funded, and scaled within Mindshare Ventures. AtlasRTX was acquired in late 2022 by NICE Systems amid the move to AI-powered customer experience. 
 
Bassam’s current passions center around education, immigration, and entrepreneurship, and their impact on socioeconomic opportunity. He does so with a focus on supporting those who are underrepresented or are underprivileged. He is honored to serve on the board of trustees at the University of Utah along with a number of non-profit and association boards.

Zachary Boyd
Director of Utah’s Office of AI Policy

Zach Boyd headshot

Zachary Boyd is a faculty member at Brigham Young University’s mathematics department, where he teaches applied and computational mathematics. His research lab focuses on artificial intelligence, machine learning, and mathematical modeling in social science applications, such as psychology, economics, and social networks. Prior to working at BYU, Dr. Boyd has been a postdoctoral research associate at the University of North Carolina at Chapel Hill, an NDSEG Fellow at UCLA, a research associate at Los Alamos National Laboratory, and a Presidential Scholar at BYU. He lives in Pleasant Grove with his wife and four young children.

Roger Cass
Chief Cloud Architect at Pacific Northwest National Laboratory

Dr. Roger Cass has served as the Chief Cloud Architect at Pacific Northwest National Laboratory (PNNL) since 2023, where he leads innovation, evangelism, and strategy for utilization of public cloud services in support of PNNL’s thousands of ongoing research projects. Areas of focus include AI, High-Performance Computing, Hybrid Computing, Data Management, and DevOps. He partners closely with Cloud Service Providers, such as Amazon, Microsoft, and Google, to guide development and implementation of key policies, products, and services that benefit PNNL and its parent, the US Department of Energy (DOE). Prior to joining PNNL, Dr. Cass held executive leadership positions in a variety of industries including Healthcare Payer, Healthcare Provider, Life, Disability, and Property Insurance, Online Research, and Transportation and Logistics, including Unum, CareSource, and Anthem. Dr. Cass completed a PhD in Mechanical Engineering at Purdue University, and MS and BS degrees from Brigham Young University. He currently resides in Chattanooga, TN but works on-site at PNNL’s main campus in Richland, WA.

Spencer Jenkins
CEO and Executive Director of the Utah Education and Telehealth Network

Spencer Jenkins was appointed CEO and Executive Director of UETN in 2022. He has spent his career at the intersection of technology and education policy in Utah. Prior to UETN, he served as an Associate Commissioner of Higher Education. He received his Bachelor’s degree in Political Science and Economics from the University of Utah, and an MBA in Technology Management from Westminster College.

Jacob George
Director of Utah NeuroRobotics Lab, University of Utah

Jacob A. George, PhD, is an Assistant Professor at the University of Utah with a joint appointment in the Department of Electrical & Computer Engineering and the Department of Physical Medicine & Rehabilitation. He is also a foundational researcher for the Craig H. Neilsen Rehabilitation Hospital and the director of the Utah NeuroRobotics Lab. Dr. George received his B.S. in Biomedical Engineering and a certificate in Computational Science and Engineering from The University of Texas at Austin, and his M.S. and Ph.D. in Biomedical Engineering from the University of Utah. Dr. George has been an author on numerous peer-reviewed manuscripts and conference abstracts (Google Scholar). He has received over $5.82M in research funding to date. Notable accomplishments include: the NSF Graduate Fellowship, NIH Postdoctoral Fellowship, CCTS Outstanding Postdoc Award, ECE Rising Star Award, ECE Teaching Award, Outstanding Undergraduate Research Mentor Award, Distinguished Gould Lecturer, Meta’s Distinguished Faculty Award, Utah “Innovator of the Year” Award, NIH Director’s Early Independence Award, and Forbes 30 Under 30. Outside of the lab, Dr. George enjoys taking advantage of the nearby Wasatch Mountains. He is an avid hiker, mountain biker, and skier.

Ruth Klepfer
Research Director at Medtronic

Ruth Nicholson Klepfer is a Sr. Research Director at Medtronic in their Cardiac Rhythm Management business. She completed her undergraduate degree in biomedical engineering from the University of Iowa in 1989. She came to the University of Utah for her PhD in Bioengineering, where she was one of the first PhD students working for the SCI institute under Chris Johnson and Rob MacLeod on a finite element model of the electrical fields in the human torso. She currently leads a team of scientists at Medtronic investigating therapies and diagnostics for people with heart failure and tachyarrhythmias. Several of these research efforts are leveraging AI/ML to solve decades-old medical challenges in this space.

Richard Linder
Chairman & CEO of Xenter

Richard J. Linder is the Chairman & CEO of Xenter. Prior to founding Xenter, Mr. Linder served as the Chairman/Chief Executive Officer of CoNextions Medical, a company he founded to specialize in the development and manufacture of medical devices for Orthopaedic Surgery in tendon re-construction and tendon to bone anchoring. Prior to CoNextions, Mr. Linder served as President of the Cardiovascular Division of Remedy Informatics, a company providing medical registries of Electronic Health Record (EHR) data. Before Remedy, Mr. Linder served as President/CEO of Coherex Medical, Inc., a Salt Lake City, UT based medical device company specializing in the development of Patent Foramen Ovale (PFO) closure devices and Left Atrial Appendage (LAA) occlusion devices for use in patients with Atrial Fibrillation (AF) and Stroke. Mr. Linder negotiated and entered into agreements with Johnson & Johnson/Biosense Webster to invest in and acquire Coherex Medical. 

Prior to Coherex, Mr. Linder served as Vice President of Vascular Protection for Boston Scientific/Rubicon Medical, and he served as President/CEO of Rubicon Medical, a company he Co-Founded. Mr. Linder Co-Founded Rubicon Medical in 1996, took the company public in 2000, and invented the underlying medical devices for the Rubicon Vascular Protection Filter for patients undergoing Carotid artery and Saphenous Vein Graft stenting. 

Mr. Linder began his career at Merit Medical Systems, Inc., a South Jordan, UT publicly traded (Nasdaq) global medical device company. Mr. Linder is the Founder and Chairman Emeritus of BioUtah, Utah’s independent life science association representing Utah’s medical device companies, drug development and drug discovery companies, and diagnostic companies. Mr. Linder was appointed by the Utah Speaker of the House of Representatives to the Governing Authority of the Utah Science Technology and Research Initiative (USTAR), and Mr. Linder participated in the oversight of The James L. Sorenson Molecular Biotechnology Building A USTAR Innovation Center which houses the Nano Institute of Utah, many Utah Technology Commercialization Grants, and other activities. USTAR’s Governing Authority oversaw $430M in Utah taxpayer money and assisted the University of Utah and Utah State University in recruiting world class research programs to the State of Utah’s major public universities. 

Mr. Linder has served as a member of the Board of Directors for the Boy Scouts of America (Salt Lake City, UT) and was the Executive Vice President of Finance. He has served on the Board of Directors for many private and public companies including Rubicon Medical, Coherex Medical, CoNextions Medical, Juneau BioScience, Vital Access Corp., and Dynatronics. He has been an invited speaker, meeting faculty, panelist, and Keynote speaker at Transcatheter Cardiovascular Therapeutics (TCT), American College of Cardiology (ACC), Dartmouth 3D, BioUtah Life Science Summit, and many other conferences and meetings. Mr. Linder attended both Brigham Young University and the University of Utah where he studied Business Management and Organizational Behavior. Mr. Linder is the inventor of many medical devices in Interventional Cardiology, Interventional Radiology, Neuro-Interventional Radiology, Orthopedic Surgery, Female Reproductive Medicine, and a Percutaneous Left Ventricular Assist Device (LVAD). He is an inventor on over 100 United States issued patents with hundreds of additional corresponding international patents. Mr. Linder has travelled in over 50 countries, lectured in many countries as faculty at international conferences, and has overseen several multi-center clinical research trials for medical devices. Mr. Linder is the recipient of the Utah Governor’s Medal for Science & Technology.

Bob Ohgami
Professor at the University of Utah and Vice President of ARUP and Chief Medical Director for the Institute for Research and Innovation

 

Bob Ohgami is a Professor at the University of Utah and ARUP’s founding Vice President and Chief Medical Director for the Institute for Research and Innovation. Soon after joining ARUP in 2022, he formed the Applied Artificial Intelligence and Bioinformatics Department. He has worked in research for more than two decades, developing and integrating novel technologies, such as digital pathology, artificial intelligence, and next-generation sequencing, into clinical applications. Before joining ARUP, he was a Professor at the University of California, San Francisco (UCSF) and Chief of Hematopathology. Prior to that, he was a research faculty member at Stanford and the Director of the Molecular Pathology Core where in 2016, he was presented with the Berard-Dorfman Founders Award for his work in research.

Rod Tarrago
AWS Principal Clinical Informatics, Academic Medical Centers

Rod Tarrago, MD leads the health data and clinic informatics program for academic medicine at AWS. He focuses on using advanced analytics as well as AI/ML to improve the quadruple aim. Prior to joining AWS, he was a chief medical information officer at two large pediatric organizations for 15 years. His clinical experience is in pediatric critical care, where he practiced for 20 years.

Margaret Busse
Executive Director at Utah Department of Commerce

Margaret Woolley Busse was appointed by Governor Spencer Cox in January 2021 to serve as a member of his cabinet as the Executive Director of Utah’s Department of Commerce.  Thus far in her tenure, she has worked on regulatory reform, streamlining the regulatory process, and reducing regulatory fees. Specifically, she worked with legislative partners to create the new Office of Professional Licensure Review (OPLR). The first of its kind in the nation, OPLR takes a systematic approach to reviewing Utah’s professional licensing regulation in order to find ways to reduce licensure burden as well as increase access and decrease cost for consumers of professionally licensed services. OPLR’s first review resulted in the passage of a groundbreaking new law that will vastly increase Utah’s behavioral health workforce through regulatory reform in order to address Utah’s mental health crisis.

In addition, Ms. Busse is leading efforts to create streamlined pathways for foreign-credentialed immigrants and refugees to obtain professional licenses, enabling them to work at their trained skill level here in Utah.

Under the direction of Governor Cox, Director Busse has played a key role in holding social media platforms accountable for their harm to minors by helping to craft appropriate legislative measures and through the Department of Commerce’s lawsuits against TikTok and Meta. Under her leadership, the Department of Commerce published proposed rules for age verification and parental consent to operationalize Utah’s groundbreaking new social media law, which the department is charged with enforcing.

Finally, in partnership with Utah’s legislative leadership, Ms. Busse is driving forward an innovative approach that will help Utah to ensure it is protecting the public, encouraging innovation, and enabling it to observe and learn about how to regulate effectively.  The approach includes the creation of the new Office of Artificial Intelligence (OIAP), which is tasked with both providing regulatory relief to qualifying AI-focused companies and making regulatory policy recommendations through its policy learning lab.

Before her appointment to Commerce, Ms. Busse was an adjunct faculty member for BYU’s Political Science Department and an advisor to social impact organizations. Ms. Busse also served for several years as the Associate Director of the Social Enterprise Initiative at Harvard Business School, where she developed an alumni impact investing program and worked on issues such as the future of work, opportunity and prosperity for all, and educational improvement.  In addition, Ms. Busse worked as a strategy consultant at the Bridgespan Group and spent several years at the U.S. Treasury Department as a Presidential Management Fellow. Ms. Busse developed her passion for public service by serving for many years in leadership roles in local government.

Ms. Busse holds an MBA from Harvard University, a master’s degree in Public Policy from Brigham Young University, and a bachelor’s degree in both Public Policy and Economics from Brigham Young University, where she graduated cum laude and with university honors. She is a Utah native and with her husband, Franz, has five children, ages 11 to 21.

Eric DeBord
Director Specialist, Microsoft Azure

Dr. Eric W. DeBord is a Director Specialist for Microsoft Azure, with more than 25 years’ experience in IT, working in various roles and sectors. He holds a bachelor’s degree in computer science, an MBA, and an Ed.D with a focus in Learning Design and Performance Technology. His dissertation focused on exploring the benefits of a cross-organizational technology-focused community of practice, using Azure for Education as a case study.
In his current role, Dr. DeBord leads and supports complex projects and programs that involve Azure infrastructure components. He also helps customers and Microsoft employees understand and optimize their application and data architectures, by bringing in relevant resources and experts to address their needs and challenges.

One of his main areas of interest and expertise is community development and scale motions, where he strives to create clarity, connection, and collaboration among diverse stakeholders. He is passionate about sharing his learning and the Azure journey with others and inspiring his peers to participate and contribute to a community of practice.

Dr. DeBord loves to travel and discover new places, ideas, and cultures, and has visited many countries around the world. He enjoys spending time with his extended family, whether it is through vacations, weekend trips, or working on his farm in Eastern Kentucky. He is currently learning Spanish and researching creative art ideas for a friend who owns an art manufacturing business in LA.
